I guess it depends on what you mean by easy. You have the full power of PHP at your disposal but you don’t have to use it. You can just use variables and then if/then/else and translate any CSS design. That’s it, that’s all. And really using it at this level is no more difficult than any other website or blog templating system.
If you want more, however, the full power of PHP is available should you choose to learn and use it. However you don’t need to if all you want to do is translate simple CSS designs.
