Here's the thing. The BC Ferry CEO *wants* drug testing of his own employees, but the Transportation Board won't require it, and the Canadian privacy laws otherwise won't allow it. Canada can be an odd place.
Blackwater USA employees engaged in at least 195 escalation of force incidents since 2005, with the private security firm firing 80 percent of the first shots.
Also, hiring a Blackwater employee costs the U.S. gov't about 6 times as much per day as an American soldier does (in wages, but perhaps not in total expenses).
